Legal organizations are looking at how to develop data-driven insights for a variety of purposes and it is, as Sutherland shows, vital that they have the necessary skills to facilitate this work. Each bill is sponsored by a member who is known as the “floor sponsor.” This member opens and closes debate in favor of passage of the bill. After debate has closed, House members use an electronic voting system that tallies their votes; the Senate has a voice roll call vote tallied by the Secretary of the Senate. When a bill passes in one house it is then transmitted to the other house where it will follow a similar path. If a bill fails to pass, it is filed in the office of the Chief Clerk or Secretary of the Senate depending on the house of origin. A bill is considered killed when the House or Senate votes to adopt the committee report of “Inexpedient to legislate,” or when a motion from the floor to “Indefinitely postpone” is adopted. Action on bills is taken on the second reading on the floor of the House or Senate. Every bill introduced and referred to a committee must have a public hearing unless the rules are suspended by two-thirds of the members present. New Hampshire is one of the few states requiring a public hearing on all bills. The second deadline sets a date after which bills will not be considered unless they have passed through all policy committees of both bodies. The second reading occurs when either body finishes committee action on a bill and it is sent to the floor. If the House and Senate versions of the bill are different, they go to a conference committee.
Given the rigors of the first year, it is not advisable to spend time studying for the GMAT. Whether you return to a case after a few hours or a few months, annotations will swiftly guide you to the pertinent parts of the case by providing a roadmap of the important sections. Your textual markings and margin notes will refresh your memory and restore specific thoughts you might have had about either the case in general or an individual passage. Many of you probably already read with a pencil or pen, but if you do not, now is the time to get in the habit.
Pedagogical resources
Now that you have gathered the facts and know your legal issue, the next step is knowing what to look for. After all, you will need the law to support your legal argument, whether providing guidance to a client or writing an internal memo, brief, or some other legal document. Don’t cast your net too wide regarding legal research; you should focus on the relevant jurisdiction. You may find a case in California state court that is precisely on point, but it won’t be beneficial if your legal project involves New York law.
The Bill on the Floor of the House or Senate
When a case sparks an idea — write that idea in the margin as well — you never know when a seemingly irrelevant idea might turn into something more. Please submit your qualification credentials for evaluation to the Board of Law Examiners online.
When a bill is debated, Representatives discuss the bill and explain why they agree or disagree with it. Then, a reading clerk reads the bill section by section and the Representatives recommend changes. When all changes have been made, the bill is ready to be voted on. If the committee members would like more information before deciding if the bill should be sent to the House floor, the bill is sent to a subcommittee. While in subcommittee, the bill is closely examined and expert opinions are gathered before it is sent back to the committee for approval. These ideas may come from a Representative—or from a citizen like you.
